(1) For purposes of this subchapter:
(a) "Cost schedule" includes costs to the
utility for work to be done directly by the utility and costs to the utility
for work to be done indirectly by the utility through contract.
(b) "Utility" means a public utility
(including a regulated telecommunications carrier or provider), a cable
television company, and an unregulated telecommunications carrier or provider,
but does not include electric cooperatives.
