(1) A Head Start institution that serves children whose families do not meet the low income criteria of Head Start for eligibility must use the Montana CACFP income eligibility form and income guidelines to determine the free, reduced, or paid reimbursement category for any such children.

(2) For CACFP documentation and eligibility purposes, the Head Start organization must maintain a list of Head Start participants eligible for free meal reimbursement. The list must include a statement certifying that the participant is enrolled in Head Start on the basis of Head Start income eligibility. This list must be signed each month by a head start official authorized to act on behalf of Head Start and must be retained on site and be readily available, or must be made available during the time of a review.
