(1) After the time for filing an answer has passed, the board shall serve a notice of hearing upon the parties. The hearing date shall not be less than five days after the date of service. The notice shall include all those items listed in 2-4-601, MCA, and shall state whether the board or an agent of the board will hear the complaint.
