(1) All exceptions, motions, request for enlargement of time, briefs, and exhibits filed with the board must be served upon all parties of record, including intervenors or other parties allowed to appear for special purposes.
(a) The documents must contain or be
accompanied by a certificate of service showing proof of the method of service
and the date upon which such service was made.
(b) Service shall be made by personal
delivery, first class mail, postage prepaid, electronic submission, or by any
other method reasonably calculated to effect actual notice to all parties to
the action.
(2) A party shall inform the board of any change of address within five days of the change.
