(1) An electronic video gambling machine must be placed in such a manner that:
(a) each
machine must be placed in such a manner that a minor who tries to play a
machine is immediately observed by the licensee or the licensee's employees;
and
(b) public access is, to the
greatest extent possible, limited to persons over the age of 18.
