(1) The facility must have written policy, procedure and practice regarding disciplinary actions, approved by the department which:
(a) define in writing the rules of conduct,
sanctions and procedures for violations;
(b) must be communicated to all inmates and
staff; and
(c) provide that when an
inmate allegedly commits an act covered by criminal law, the case is referred
to appropriate court or law enforcement officials for consideration for
prosecution.
