(1) The department may renew a special recreation permit upon application at the end of its term only if:
(a) the permit is in good
standing;
(b) the permitted
activity is consistent with management plans and policies that apply to the
Blackfoot River and lands adjacent to the Blackfoot River that are owned or
managed by the department; and
(c)
the permittee and his/her affiliates have a satisfactory record of
performance.
