(1) There shall be a state plan for career and vocational/technical education in Montana. The superintendent of public instruction shall be the governing agent to disburse federal and state K-12 career and vocational/technical education funds and to plan, coordinate, govern and provide leadership for the state K-12 career and vocational/technical education system.

(2) The state plan shall be included in the policies adopted by the superintendent of public instruction.
