(1) For purposes of evaluating a preliminary application for tax credits pursuant to section 253.559.3(1)(d), RSMo, the department shall evaluate the following criteria:
(A) Committed amount of local
incentives to the project; and
(B)
Signed letter of support from the chief elected official of the jurisdiction
where the project will be located.
