Section 20 CSR 2245-1.010 - General Organization

PURPOSE: This rule is being amended to reflect the 2024 edition of the Uniform Standards of Professional Appraisal Practice.

(1) Requests for general information, applications for examination and for certificates or licenses, complaint forms, or copies of regulations may be directed to the Missouri Real Estate Appraisers Commission, PO Box 1335, Jefferson City, MO 65102, telephone (573) 751-0038.

(2) The commission shall transmit to the Appraisal Subcommittee, at least monthly, a roster listing individuals who have received a state certificate or license and are eligible to perform appraisals in federally-related transactions and a listing of licensed appraisal management companies. The commission shall transmit to the Federal Financial Institutions Examination Council (FFIEC) a monthly registry fee as determined by the Appraisal Subcommittee for those individuals and licensed appraisal management companies who are listed on the roster provided to the Appraisal Subcommittee. The registry fee is included in the fees in sections 20 CSR 2245-5.020(1) and (2).

(3) In accordance with the exception established in the Jurisdictional Exception Rule of the Uniform Standards of Professional Appraisal Practice (USPAP), the requirements of USPAP shall not apply to the commission or its employees when reviewing or preparing an investigation, complaint, or report for enforcement, licensure, certification, or disciplinary action pursuant to the statutory authority vested in the commission by Chapter 339, RSMo. This provision includes, but is not limited to, USPAP Standard Rule 3.

(4) For purposes of this section, the Uniform Standards of Professional Appraisal Practice (USPAP), 2024 Edition, is incorporated by reference and can be obtained from The Appraisal Foundation, 1155 15th Street NW, Suite 1111, Washington, DC 20005, by calling (202) 347-7722, or at www.appraisalfoundation.org. This rule does not incorporate any subsequent amendments to USPAP.
