PURPOSE: This rule addresses the maintenance and repair of boilers, water heaters and pressure vessels.
(1) Welded Repairs (including welding of attachments to the pressure boundary).
(A)
When welded repairs are to be made to boilers, pressure vessels and water
heaters, the repair organization must have a valid Certificate of Authorization
for use of the "R" symbol issued by the National Board Inspection
Code.
(B) All work shall
conform to the rules of National Board Inspection Code,
(NB-23) or American Petroleum Institute, (API-510), as applicable.
(2) Alterations.
(A) Alterations must be performed by a repair
organization as specified in
11 CSR
40-2.065(1)(A) that has alterations
within the scope of their authorization.
(3) Safety Fittings and Appliances.
(A) Should any of these fittings or
appliances be removed for any reason, they must be reinstalled and in proper
working order before the object is placed in service.
(B) No person shall alter any safety or
safety relief valves or pressure relief devices in any manner to maintain a
working pressure in excess of that stated on the inspection
certificate.
(C) Repair of code
required safety or safety relief valves shall be made only by an organization
that has obtained a valid Valve Repair (VR) Certificate of Authorization issued
by the National Board. The scope to the certificate shall include the
appropriate type of valve to be repaired.
