MDA shall process debarment actions as informally as practicable, consistent with the principles of fundamental fairness using the procedures in Rules 1.7 through 1.11.

A. Information concerning the existence of a cause for debarment from any source shall be promptly reported, investigated, and referred, when appropriate, to the debarring official for consideration. After consideration, the debarring official, MDA's Executive Director, or his designee, may issue a notice of proposed debarment.

B. MDA shall establish an administrative file upon receipt of any information concerning a possible cause for debarment or suspension. This administrative file is the property of MDA and not subject to review by the public.
