Rule 6-3-5.40 - Evaluation Criteria for Qualification

Responses that receive 75% or more of the total points available will be designated as "Qualified" by the Division for the entire or remaining portion of the 2-year "Qualification Period. Criteria for the evaluation are listed below:

A. Financial Stability of the ESP (25 points)

i. Firm's corporate history and growth

ii. Financial soundness and stability of the ESP

iii. Completeness of ESP's financial statements and reports

iv. ESP's bonding capacity

B. Experience and Track Record (25 points)

i. Qualifications and experience of ESP's personnel, including employment background, educational background, professional/technical qualifications, and energy project experience of ESP's primary project team members

ii. Overall energy project experience and qualifications

iii. Quality of design, engineering, installation, and if applicable, maintenance, and repairs

iv. Reliability of equipment performance on past projects

v. Quality of Project History and Client Reference documentation for at least five (5) completed energy projects

vi. Quality and completeness of documentation of achieved energy savings from previous GESPC or SSCs

vii. Litigation history

viii. Reliability of equipment performance on past projects

C. Project Management (20 points)

i. Overall project management capability

ii. Ability to effectively manage project construction

iii. Quality of engineering and construction management resources

iv. Comprehensiveness of post-installation project monitoring, data collection, and verification of and reporting of savings for energy performance contracts or shared savings contracts

v. Ability to plan and complete all phases of the project on schedule

D. Technical Approach (25 points)

i. Quality of Response to 14a-14h of Technical Project Capabilities

ii. Quality of the sample investment grade energy audit, if applicable

iii. Technical approach to past projects

iv. Quality of sample Customer Savings Report, if applicable

v. Quality of sample Savings Measurement and Verification Plan, if applicable

vi. Quality of sample design documentation for installed ECMs

vii. Quality of sample Operations and Maintenance Manual, if applicable

viii. Quality of sample Commissioning Plan, if applicable

ix. Quality of Customer Training Plan, if applicable

E. Overall Quality (5 points)

i. Other factors determined by the Division to be relevant and appropriate and relate to the ability to perform the project.
