The primary intent of this selection process is:
A. To increase the number of successful energy savings projects state-wide
B. To provide Mississippi's public entities the opportunity to procure services from qualified firms in a timely and cost-effective way
C. To ensure minimum qualifications of ESPs to implement successful energy savings projects
D. To offer all qualified firms the opportunity of equal access to energy savings projects
