A. The purpose of the Department of Mental Health is to coordinate, develop, improve, plan for, and provide services for persons with mental illness, persons with emotional disturbance, substance use disorder, and persons with intellectual and developmental disabilities, and Alzheimer's and other dementias. Further, the department's goal is to seek means for the prevention of these disabilities.

B. The Department of Mental Health is committed to developing and maintaining a comprehensive, statewide system of prevention and service options for adults and children with mental illness or emotional disturbance, with withsubstancesubstance use disorder, and/or with intellectual or developmental disabilities. This array of services includes prevention, treatment, and training services in inpatient or institutional settings as well as a system of community-based treatment, residential, and support services that includes transitional and recovery support programs. The department is also committed to developing and implementing state plans for the purpose of assisting with the care and treatment of persons with Alzheimer's disease and other dementia.
