Dead bait shrimp may be sold, only with their heads attached, in containers holding no more than sixteen (16) ounces. No bulk sales are permitted other than to another live bait dealer as provided for in this Part, however, the selling in excess of five hundred (500) live bait shrimp from the live bait camp to an individual may be permitted by the Executive Director after request of the sale by the live bait dealer.
