"Complaint" means a document issued by the DMR that seeks administrative civil penalties as an alternative to judicial civil penalties or prosecution of criminal offenses. "Complaint" does not include a citation issued by a Marine Patrol Officer charging an individual with misdemeanors or other criminal offenses answerable injustice, county or circuit court
