If the delivery of a dead fetus occurred on a moving conveyance within the United States and the fetus is first removed in this state, the delivery shall be registered in this state, and the place of delivery shall be the place where the fetus is first removed. When a delivery occurs on a moving conveyance while in international waters or airspace, or in a foreign country, and the fetus is first removed from the conveyance in this state the delivery shall be registered in this state but the fetal death report shall show the actual place of delivery insofar as can be determined.
