The State Registrar shall examine the sworn statement and the documentary evidence and shall determine the acceptability of such evidence in establishing the facts of birth. If the State Registrar rejects the evidence offered as unsatisfactory, written notification of the rejection and the reasons for the rejection shall be provided to the applicant. Commensurate with the individual's age, the State Registrar may waive some of the five (5) years required on the evidence. If the State Registrar accepts the evidence offered, upon receipt of the service fee, the State Registrar, or designated representative, shall abstract on the delayed certificate of birth, a description of each document submitted to support the facts shown on the delayed birth certificate. This delayed certificate shall then be used to register the birth and the applicant shall be provided with one certified copy of the certificate.
