When the State Registrar finds evidence that a certificate was registered through misrepresentation or fraud, the State Registrar shall have authority to withhold the issuance of a certified copy, to amend said certificate to conform with registration procedures of the Board of Health, or to remove the certificate from the files completely and report all related information to the appropriate law enforcement agency.
