(a) Whenever any person intends to apply for a gaming license pursuant to the Act, he shall file a notice of intent to apply for a gaming license with the Commission.

(b) The notice of intent must completely and accurately describe the proposed gaming establishment, including its size, the number and types of games to be operated, the vessel's home port, whether the vessel will make excursions and, if so, the approximate routes, frequency, and duration of such excursions.
