They will be maintained in comprehensive agency file indexed by name and subject. The file will not include any information deemed to be confidential by statute or exempt from public disclosure as a result of another provision of law. All declaratory opinions and their respective written requests shall be available for public inspection and copying in accordance with the Public Records Act and DFA's public records request procedure, subject to any confidentiality.
