Subpart 1. Construction cost estimates.

To provide data to implement the formulas for state-aid apportionment, each county highway engineer and city engineer shall prepare cost estimates of construction required to improve the county state-aid or municipal state-aid system to approved standards.

Subp. 2. Incidental costs.

In addition to the direct construction or maintenance costs permitted under law, the cost of the following incidental items is eligible for inclusion in the total estimate of needs:

A. right-of-way;

B. automatic traffic control signals;

C. lighting of roadways and bridges within approved standards; and

D. drainage costs.
