Part 7011.0870 - STAGE-ONE VAPOR RECOVERY

Subpart 1. Applicability.
The owner or operator of a gasoline service station required to install and operate a stage-one vapor recovery system shall comply with this part.
Subp. 2. System design.
Stage-one vapor recovery systems must:
A. conform with the requirements of Design
Criteria for Stage I Vapor Control Systems - Gasoline Service Stations as
incorporated by reference in part
7011.0865;
B. incorporate a submerged fill pipe in each
storage tank; and
C. have a vent
system that is equipped with a pressure vacuum valve that complies with Vapor
Recovery Certification Procedure CP-201, as incorporated by reference in part
7011.0865.
Subp. 3. System operation and maintenance.
A. The owner or operator
of a gasoline service station with a vapor recovery system shall not accept
gasoline without the vapor recovery system properly connected.
B. The owner or operator of a gasoline
service station with stage-one vapor recovery shall:
(1) maintain and operate the vapor recovery
system in accordance with manufacturer's specifications;
(2) promptly repair any malfunction of the
system;
(3) keep on the premises a
copy of the manufacturer's operation and maintenance instructions and make
these instructions available to the commissioner or an authorized
representative of the commissioner on request; and
(4) maintain system monitoring or testing
devices in proper working order.
