Rock, lean ore, or coarse tailings stockpiles consisting of rapidly decomposable material which is susceptible to wind or water erosion or highly erodible soils shall receive treatment such as:
A. covering with less erodible material;
B. shortening or flattening the slopes; and
C. vegetating the slopes.
