Rule 46.
(1) Public funds held by a committee shall be returned to the state within 60 days after the election, unless the committee has obtained prior written approval for retention of the funds from the secretary of state and the funds retained are directed to, and not in excess of, qualified campaign expenditures.
(2) The secretary of state may require a committee to file a monthly report accounting for the use of any funds retained pursuant to subrule (1) of this rule.
