Rule 82.

(1) The heating value of substitute natural gas and mixed gas must be considered as being under the control of the utility. The average heating value on 1 day must not be more than or less than the standard total heating value range set forth in the utility's rules. A utility shall not add air to a gas stream if this results in a heating value that is below 1,000 British thermal units per standard cubic foot.

(2) The average monthly heating value of gas that is supplied by a utility shall be 1,025 British thermal units per standard cubic foot, plus or minus 75 British thermal units. A greater variation may be approved by the commission upon a showing by the utility that the variation will not adversely affect the efficient and satisfactory operation of its customers gas utilization equipment.
