Rule 5229.

(1) An open bin, bunker, or hopper extending less than 36 inches above the working level shall be provided with a guardrail system as prescribed in General Industry Safety and Health Standard Part 2 "Walking-Working Surfaces," as referenced in R 408.15209, or the opening shall be covered with a grating with openings small enough to prevent an employee from falling through.

(2) Where wheeled equipment is used to move materials to a bin, bunker or hopper, a bumper stop shall be provided where the bin, bunker or hopper is at floor level. An employee shall be protected from the open side by a guardrail system installed along each side of the wheeled equipment runway.
