Rule 1. On and after October 1, 195 2, all farmers' mutual fire insurance companies doing business under section 2, chapter IV, of part 4 of the insurance code, as latest amended, will not charge a membership fee upon the issuance of a policy to a new member or upon the increase of a policy already in force.
