Rule 2.

(1) Services provided to recipients by providers pursuant to and within the limits of the medical assistance program and the general assistance medical program shall be of the same scope, quality, and delivery as those provided to the general public.

(2) A provider shall not discriminate in the rendering of medical services to a recipient on the basis of age, race, creed, color, sex, physical or mental handicap, national origin, marital status, or sexual preference.
