Rule 4.
(1) The department shall make information concerning its activities and services available to the public.
(2) A person shall request writings, documents, and other informational materials from the department pursuant to the freedom of information act, 1976 PA 442, MCL 15.231 to 15.246, and the departments procedures and guidelines published under that act.
