In the event that a Registry of Deeds is aggrieved by a decision of the Director of the Secretary's Automated Systems Division , the aggrieved Registry shall have the right to a hearing before the Secretary's Information Technology Review Board which shall consist of three members named by the Secretary. This panel shall meet with a representative of the aggrieved Registry of Deeds and the Director of the Secretary's Automated Systems Division. The review board will determine whether the decision is in the best interest of the Office of the Secretary, including but not limited to the Registries of Deeds, and shall have the power to uphold, reverse, or modify any decision of the Director of the Secretary's Automated Systems Division.
