An Air Carrier to which a package, parcel, luggage, or object of any form or description ("Package"), has been presented, within a passenger terminal (e.g., at a ticket counter), for placement on an Aircraft used in commercial passenger service, shall ensure that such Package is subjected to TSA screening prior to being placed on board an Aircraft
