Section 6.27 - Account Operation

(1) The association must maintain complete records of every deposit, withdrawal, wager, and winning payoff for each short-term and long-term account. Voucher accounts shall be recorded in a manner similar to a ticket. These records shall be made available to the Commission upon request.
(2) For wagers made for an account by telephone or electronically a voice or digital recording of the entire transaction shall be kept. The association shall not accept any such wager when the recording system is inoperable.
(3) Any account wagering system must provide for the account holder's review and finalization of a wager before the association accepts it. Neither the account holder nor the association shall change a wager after the account holder has reviewed and finalized the wager. In the case of a wager made by telephone or electronically, the recording of the transaction shall be deemed to be the actual wager, regardless of what was recorded by the pari-mutuel system.
(4) The association may accept account wagers on any event carried in the association's betting menu for the day in which the wager is made.
(5) The association shall make tax withholdings and provide tax and revenue reporting as required for wagers placed at the association's racetrack.
