The Commission shall not unreasonably withhold approval of elements of the licensee's proposed simulcasting facility that are consistent with information disclosed to and approved by the Commission in accordance with 205 CMR 222, 238, or any other statute, regulation, license condition, or comparable source of authority administered by the Commission.
