(1) Services. ORI contracts with Employment Services Providers and others for the provision of employment services that are designed to help the assistance unit achieve early employment and help the family to achieve durable self-sufficiency as quickly as possible.

(2) Family Self-sufficiency Plan. Refugees participate in employment services according to the requirements of 121 CMR 2.000 and their Family Self-sufficiency Plan. The Family Self-sufficiency Plan is a detailed action plan having definite short-term and long-term employment goals. The short-term goals are designed to assist each participant to enter the workforce as soon as possible. The long-term goals relate to durable self-sufficiency for the assistance unit. The Plan shall contain specific benchmarks and timelines for anticipated services required to achieve the short-term and long-term goals.

The Plan and any modifications to it are the result of consultations among the assistance unit's employable member(s) and his or her case manager and employment specialist. The Plan and any modifications shall be a written document signed by each participant, the client's case manager and the client's employment specialist.
