Unless security or safety considerations dictate otherwise, each inmate should be afforded the opportunity for recreation and exercise for personal enjoyment and physical fitness outside of his cell as follows:

(A) Each inmate in general population shall be afforded not less than one hour per day of exercise outside of his cell.

(B) Each inmate within special management or disciplinary units shall be afforded not less than one hour per day, five days a week, of exercise outside his cell.

(C) Outdoor exercise and recreation should be provided when weather permits.
