Section 450.001 - Purpose

The purpose of 105 CMR 450.000 is to provide minimum health and sanitation standards for DYS secure residential facilities. The Department is required to take cognizance of the health, comfort and convenience of all of the citizens of the Commonwealth and to advise the government concerning the location and other sanitary condition of any public institution. Pursuant to M.G.L. c. 111, § 21 the Department is required to make rules for houses of detention, and reformatories regarding the care and use of eating and drinking cups and dishes used for food, bedding, appropriate clothing for residents, ventilation of buildings, and minimum plumbing facilities for human habitation, and the general health and safety of the resident.
