The Appeals Board shall have jurisdiction to hear and decide all disputes arising under a contract with any State agency, or as a result of a breach of a contract with any State agency, or as a result of a protest relating to the award of a contract with any State agency, except as provided in COMAR 21.10.02.02A. he Appeals Board has no jurisdiction over labor disputes or a contract claim relating to a lease of real property.
