A. Except as otherwise provided by law, a party with standing to participate in a proceeding before the Board may appear and represent themselves or be represented by an attorney licensed to practice law in Maryland.

B. In the event that an out-of-State attorney seeks to represent a party before the Board, the attorney shall apply for admission under Business Occupations and Professions Article, § 10-215, Annotated Code of Maryland, and Rules Governing Admission to the Bar of Maryland, Rule 19217.
