Section 14.26.06.07 - Application Process for an Initial Credit Certification

A. An individual or corporation interested in qualifying for an initial credit certification shall provide the following information to the Administration:

(1) Name, address, and phone number of the applicant's authorized representative;

(2) Location and description of the qualifying facility;

(3) Description of the qualifying energy resources being proposed for use at the facility;

(4) Anticipated in-service date for the facility;

(5) Projected annual electrical output of the facility in kilowatt hours;

(6) Anticipated capacity factor of the facility;

(7) A description of all permits and licenses necessary to construct and operate the facility in Maryland, and a list of all those obtained to date or the date the applicant anticipates obtaining the permit or license;

(8) An acknowledgment of the prohibition against sale to related persons;

(9) Identification of the prospective buyer; and

(10) Any other information the Administration considers necessary to complete processing the application.

B. The Administration shall issue initial credit certificates on a first-come, first-served, basis, once it has determined the application is complete and verified the information provided by the applicant.

C. The Administration may not issue an initial credit certification of more than $2,500,000 to any eligible taxpayer nor issue a total more than $25,000,000 in initial credit certifications.
