A. A program shall:

(1) Explain to an individual enrolled in a program the individual's rights as set forth in Health-General Article, Title 10, Subtitle 7, and Title 4, Subtitle 3, Annotated Code of Maryland;

(2) Provide, in writing, information regarding an individual's rights as outlined in §A of this regulation to an individual enrolled in a program; and

(3) Prominently display, in accessible centralized locations, the individual's rights as outlined in §A of this regulation.

B. A program may not use restraints or seclusion.
