This chapter establishes procedures and standards for residential admission to the Regional Institutes for Children and Adolescents (RICAs). The RICAs are mental health facilities licensed and operated by the Department of Health and Mental Hygiene for the residential treatment of severely emotionally disturbed children and adolescents.
