A. An interested person may file with the Commissioner a petition for the adoption, amendment, or repeal of a regulation or standard.
B. A petition shall be in writing and shall:
(1) Identify the regulation proposed for adoption, amendment, or repeal;
(2) State the reasons for the proposal; and
(3) State the intended effect of the proposal.
