A. A licensed individual who enters a stable area which is under the jurisdiction of the Maryland Racing Commission shall wear upon the individual's outside apparel, in a prominent position, the license badge issued to the individual by the Commission, which contains the individual's picture identification.

B. The license badge is supplied by the Commission for purposes of identification only, and an association may refuse to accept it as a pass for admission to the grandstand and clubhouse enclosures.

C. Failure to comply with this regulation shall subject the licensee to:

(1) A $5 fine for the first offense;

(2) A $10 fine for a second offense within 1 year's time of the first offense;

(3) A $25 fine for a third offense within 1 year's time of the first offense; and

(4) Suspension and referral to the Commission at the discretion of the stewards or judges for the fourth offense within 1 year's time of the first offense.
