A. Each association shall either print in the daily program or prominently post at all areas where quinella wagering is conducted the following quinella conditions:
B. All quinella tickets shall be for the win and place combination only.
C. Quinella wagering is not permissible on races containing either a coupled entry or field horses.
D. If a horse entered in a quinella race is scratched or excused by the stewards after wagering has commenced, or if a horse is prevented from racing because of the failure of the stall doors of the starting gate to open, all tickets including this horse shall be deducted from the quinella pool and money refunded to the purchasers of tickets on the horse which is excused or prevented from racing.
E. If there are no tickets sold on the winning combination in a quinella race, all quinella tickets bearing the number of the individual win horse and all quinella tickets bearing the number of the individual place horse shall be deemed winning tickets, and the payoff shall be calculated as a place pool.
F. If there are no tickets sold on the winning combination in a quinella race, and if there are no quinella tickets sold bearing the number of the individual win horse, all quinella tickets bearing the number of the individual place horse shall be deemed winning tickets, and the payoff shall be calculated as a win pool.
G. If there are no tickets sold on the winning combination in a quinella race, and if there are no quinella tickets sold bearing the number of the individual place horse, all quinella tickets bearing the number of the individual win horse shall be deemed winning tickets, and the payoff shall be calculated as a win pool.
H. If there are no tickets sold on the winning combination in a quinella race, and if there are no quinella tickets sold bearing the number of the individual win horse, and if there are no quinella tickets sold bearing the number of the individual place horse, the quinella shall be deemed "no race," and all moneys in the quinella shall be promptly refunded.
I. If, after an official start is effected, only one horse finishes the quinella race, the total money shall be figured as a win pool, with those who have picked that one horse in the race participating in the pool.
J. If a quinella race results in a two horse dead heat for win, the two horses involved in the dead heat shall be the winners of the quinella race.
K. If a quinella race results in a multiple dead heat for win, all horses involved in the dead heat shall be winners of the quinella race and payoffs figured accordingly. For example, if numbers 1, 3, 5 and 7 dead heat for win, the winning quinella combinations would be 1-3, 1-5, 1-7, 3-5, 3-7, and 5-7. The net pool, after deducting the amounts wagered on the winning combinations, shall be equally distributed in payoff calculations on the winning combinations.
L. If a quinella race results in a two horse dead heat for place, the total pool shall be calculated as a place pool.
M. If a quinella race results in a multiple dead heat for place, all combinations coupling the winning horse with the individual place horses shall be winners of the quinella race and payoffs calculated accordingly.
