A. The chief executive officer is responsible for reviewing all RFPs based on the criteria established within the original Request for Proposal document. The chief executive officer shall document scoring, substantive information that supports the scoring, and make the award decision, which shall be subject to approval by Authority members at a general meeting.
1 Interviews/Presentations:
Interviews and/or presentations may be considered within the review for
information and scoring, if that provision was included within the original RFP
documentation.

Pricing/Negotiations: Pricing changes or negotiations may be used to clarify a
proposal, or to allow comparability among the proposals. Negotiations after
notice of award are allowed and if agreement cannot be reached, the proposal
may be rejected and the award made to the next best-value respondent who was in
compliance with all terms, conditions, and requirements.
3 Award: The award must be made to the
best-value respondent, taking into consideration the type of services to be
provided, their conformity with the specifications, the purposes for which they
are required, and the best interests of the authority.
4 Proposed Award Decision Notification: The
Authority must notify all bidders responding to an RFP of the award decision in
writing, postmarked or delivered a minimum of fourteen (14) calendar days prior
to contract effective date. This notice must include a statement that the award
is conditional pending approval by the Authority at a meeting of its
members.
B. After approval by the members, an authorized signatory shall affix an original signature to the contract, in duplicate, keeping one of the originals and mailing the second to the vendor who has been awarded the contract.
