All complaints regarding a driver education school or instructor must be signed by the complainant and submitted to the Secretary of State in writing. The Secretary of State shall acknowledge receipt of the complaint and notify the complainant of the final action taken. The Secretary of State shall advise the person against whom a complaint has been registered of the nature of the claim. The Secretary of State may investigate complaints as deemed appropriate.
