Under Maine law ( 34-B MRSA §1411) , the BMHI Superintendent, with the approval of the Commissioner of the Department of Mental Health and Mental Retardation, is authorized to promulgate rules concerning the use of parking areas and public ways in the grounds of the Institute and to appoint special police officers with power to issue citations enforceable in the District Court in Bangor.
