A. Upon certification that an application is complete, the Department shall so notify the applicant in writing.
B. Such notice shall state the effective date of the beginning of the review and the expected date of the Department's decision, which, to the extent practicable, shall be no more than ninety (90) calendar days after the date of the beginning of the review.
C. The review process consists of an evaluation of the project application(s) for a Certificate of Need by the Department in light of:
1 The application
itself;
2 Material collected or
developed by or for the Department staff to test the assertions in the
application;
3 All comments
received by any person regarding the project; and
4 Any other material made part of the record.
